Issue Addressed: When Un-permitting Web Order for the Agency Express 3 ADMIN Agency, the Shoppers are Un-permitted and a deactivation is sent to AE3 for the Shopper when the deactivation for the Agency is not.

Resolution: Ceres was updated adding the following functionality.
When an Agency other than ADMIN is still on AE3, and the ADMIN Agency is Un-permitted for web orders, the shoppers will be un-permitted, but the deactivation will not be sent to AE3 until the last Agency on AE3 has been un-permitted then the deactivation for the ADMIN Agency and Shopper will be sent to AE3.
