CERES5.03.60 - Send correct value for canPlaceOrder

Issue Addressed: 

1. canPlaceOrder is set to false if AE4 Use AE Survey is unchecked.
2. If AE4 Use AE Survey is checked, Survey fields on Shopper card do not show.

Resolution: Ceres was updated adding the following functionality. 

1. If AE4 Use AE Survey is unchecked, send null data in the canPlaceOrder field for the Shopper.
2. When AE4 Use AE Survey is checked the Survey fields on Shopper Card and Shopper List are displayed.
