CERES5.03.44 - Updates for AE4

Issue Addressed: 

1. When ADMIN agency is deactivated to change to AE4.   The deactivation is sent to the web causing AE3 to no longer allow logging in as Admin.
2. When calling the Get Time Slots web service, dates are showing that do not show or correspond to the available appointments.

This release does not present a change in system usage methodology. 

Resolution: 

1. When the ADMIN agency is un-permitted for web order, the deactivation should not be sent if other Agencies are still using AE3.   When the last Agency using AE3 is un-permitted for Web ordering, the deactivation will be generated for the AE3 ADMIN agency.

When the Get Time Slots web service is called the same calculation for determining dates should be applied as used for Get Appointments.
