CERES5.03.26 - Creating Allocations with Standing Appt uses wrong date

Issue Addressed: When creating Agency Orders from the Allocation Journal, when a Standing Appointment is found and consumed, the resulting Agency Order has the incorrect Shipment Date

This release does not present a change in system usage methodology. 

Resolution: Ceres was enhanced by ensuring that when an Agency Order is created from the Allocation Journal, and a Standing Appointment is consumed while creating the Agency Order, that the Shipment Date matches the Standing Appointment date.
