CERES5.02.80 - Unconditionally delete Pallet Suggestions

Issue Addressed: 

1. If an Agency Order is fully shipped any pallet suggestions should be removed when the order shipment is posted.
2. Pallet suggestions should be removed when the Agency Order line quantity is set to zero.
3. If a pallet suggestion exists for the pallet, that Pallet should not be able to consolidated into another Pallet.

This release does not present a change in system usage methodology. 

Resolution: Ceres was enhanced to address the reported issues.

1. Related pallet suggestions are deleted when an Agency Order is fully shipped.
2. Related pallet suggestions are deleted when an Agency Order Line is manually deleted or if the line Quantity is set to zero. As well as when a Whse. Worksheet Line is deleted from a Movement Worksheet.
3. Functionality was added to prevent a Pallet from being consolidated into another Pallet when related Pallet Suggestion(s) exist.
