CERES5.01.95 - Not able to reject unvalidated Web Order when using Parent Agency

Issue Addressed: When a site is using Parent Agencies and attempts to reject an unvalidated Web Order, they receive an error that a Parent Agency is required.  As the Web Order is not validated, the Parent Agency has not been populated yet.

This release does not present a change in system usage methodology. 

Resolution: Ceres was enhanced by updating the Sales Header table (Table 36) to skip validation of the Parent Agency No. field if the Web Order is not validated.
