CERES5.02.69 - WMS Location matches

Issue Addressed: When using WMS/AGI the location field on the order header and the order lines must match if either location is specified to use WMS/AGI. A prior Ceres release was done to enforce this restriction. It was determined that additional code was needed in cases where either location on the header or line was blank to prevent an unnecessary error that the blank location was not found in the location table.

This release does not present a change in system usage methodology. 

Resolution: Ceres was enhanced such that a check is performed to determine whether the Location Code is blank on the header or line before executing the Location Code mismatch functionality.
