CERES5.01.84 - CERES5.01.72 causes Agency Return Orders to fail

Issue addressed: CERES5.01.72 limits the Pallet list to only Pallets that have a Quantity on Hand.  This limit causes Agency Return Orders to not be able to return product to a Pallet that does not have a Quantity on Hand.

This release does not present a change in system usage methodology. 

Resolution: Ceres was enhanced by updating the Pallet Quantity on Hand limit established under CERES 5.01.72 to only apply to Agency Orders.
