CERES5.01.44 - Parent Agency Required on Refund Check

Issue addressed: When issuing an Agency Refund Check, Ceres is requiring a Parent Agency to be specified on the Agency even if the site is not using Parent Agencies.

This release does not present a change in system usage methodology. 

Resolution: When processing an Agency refund, the check processes were updated to only require a Parent Agency when the site is setup to use Parent Agencies.
