Ceres5.02.64 - Do not queue pallets with blank location or bin code

Issue addressed:  Reference Ceres6.0 - Logic was added to REP14012594 such that pallet inventory will not be queued for bins if the pallet's location code or bin code is blank.

This release does not present a change in system usage methodology. 

Resolution: With this release, Ceres has been enhanced to address the reported issue by applying Ceres6.0 changes to Ceres5.1.  Pallets with blank Location Code or Bin Code are not included in the WMS Queue.
