CERES5.02.26 - Allow deletion of Agency only if no unprocessed records in AE Outbox

Issue Addressed: When using Agency Express, Ceres allows an Agency record to be deleted before the deleted record has been processed from the Web Processing Queue which results in an "Agency XXX does not exist" error when the queue processes.

This release does not present a change in system usage methodology. 

Resolution: Ceres was enhanced to prohibit the deletion of an Agency record if a related unprocessed outbound entry is found in the Web Processing Queue table.
