Issue Addressed: When using Post and Send from an Agency Invoice where the Agency is configured for Document Email Option = “All Postings” an email does not get generated.

This release does not present a change in system usage methodology.
Resolution: Ceres was enhanced such that Post and Send checks for On Post and Print and All Posting to determine if email should be sent.
