Issue addressed: An Agency Order should not be able to be created if the FBC County Code is not specified on the Agency record. Additionally, when assigning an FBC County Code to an Agency it should be confirmed that the FBC County Code has an associated UNC County FIPS Code defined.

This release does not present a change in system usage methodology.
Resolution: Ceres was enhanced to ensure that an Agency has a FBC County Code defined before an Agency Order is allowed to be created and properly handle the UNC County FIPS Code for the FBC County Code when it is assigned to an Agency.
