CERES5.00.29 - Grocery Rescue - Unbalanced transactions

Issue addressed: Food banks routinely processes grocery rescue batches with both donations and distributions whereby the distributions are less than the donations. The excess inventory is just left in the inventory location for further processing at a later time such as sorting or repacking into other items.

The current grocery rescue batch system requires that any sheet with both donations and distributions be balanced. Feeding America would like this requirement removed so that the batches can be processed as long as the donations equal or exceed the distributions.
